Mr. Dillard, in the position of Director over Facilities and Asset Management for CPS Energy, served as the owner’s representative/executive over the development of an office and construction work center facility.  The project involved locating the property, negotiating with the owner a design-build approach to constructing a building and having the facility ready for occupancy in an accelerated time frame.
